Non-Competitive Qualifications for appointment under the NYHELPS Program: 

For an appointment to an Information Technology Specialist 2, you must have: 

  • A bachelor's or higher-level degree in any field and one year of experience in information technology. 

     OR

  • A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.

      OR

  • 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.

      OR

  •  A total of two years of experience in information technology.
     

Competitive Minimum Qualifications:   

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law. 

Transfer:

For 52.6, 70.1, or 70.4 transfer to an Information Technology Specialist 2, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

This position is on the Internet Services Administration team within the Bureau of Software Platforms.

  • This team is charged with administration of critical software utilized across the agency.
  • When issues arise, staff coordinate with technical teams and vendors to resolve.
  • The team installs and manages software across Unix and Windows systems, coordinates various business areas, and provides off-hours support.

Knowledge, Skills & Abilities

  • Demonstrated experience with applications servers.
  • Demonstrated experience with development, programming languages, protocols, and tools.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to quickly master new information technology concepts using a variety of methods, such as on-the-job learning, research, and formal training.
  • Demonstrated initiative, independence, confidentiality, planning, and organizational skills.
  • Strong analytical thinker with excellent troubleshooting and root-cause analysis skills.
  • Demonstrated experience collaborating with other business teams and vendor support staff.
  • Demonstrates positive attitude and fosters mutually respectful and beneficial working relationships.
  • Demonstrated ability to transfer knowledge associated with technical and time management skills.
  • Demonstrated ability to interact with users and understanding the organizational structure.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
